A city planning committee that rarely meets is set to recommend its own dissolution

The Small Area Planning Joint Committee could not reach a quorum or cancelled four of its six meetings in 2025. A draft recommendation asks the council to end it and send its work to the Planning Commission.

One of Austin's planning boards is set to vote Wednesday on asking the City Council to abolish it. The Small Area Planning Joint Committee, made up of members of the Planning Commission and the Zoning and Platting Commission, has a draft recommendation on its Nov. 4 agenda to dissolve the committee and return its review work to the full Planning Commission.

For residents who follow development cases, the change would mean one fewer stop for planned unit developments and small area plans, and, the draft argues, a better chance to be heard, because the Planning Commission meets in the evening.

What the committee does

City Code Section 2-1-205 created the committee to advise the council on planning and zoning in places such as downtown, corridors and centers, neighborhoods, the waterfront, planned unit developments and transit-oriented developments. It is advisory only. Its seven members include Chair Ryan Puzycki and Vice Chair Casey Haney, according to the agenda.

The case for ending it

The draft recommendation lays out the reasons, citing the committee's own annual internal review for July 2025 through June 2026:

  • Overlap. The Planning Commission reviews every case that comes before the committee, so the same cases are staffed and presented twice.
  • Little output. During that review year, the committee approved two recommendations, on the South Shore PUD Addition and the 1404 East Riverside planned unit development. Both also went to the Planning Commission.
  • Trouble meeting. In 2025 the committee could not reach a quorum at, or cancelled, four of its six scheduled meetings. In 2024 it lacked a quorum once and cancelled two meetings for lack of agenda items.
  • Midday schedule. It meets at 11:30 a.m., while both parent commissions meet in the evening. The internal review found the midday time makes it hard for commissioners and the public to attend.

The draft asks the council to repeal Section 2-1-205, transfer the committee's functions and any pending matters to the Planning Commission "with no loss of notice or opportunity for public comment," and leave the Zoning and Platting Commission's own case assignments unchanged. Because the committee was created by ordinance, only the council can dissolve it.

How it got here

At its Sept. 9 meeting, the committee voted 5-0 to put "the future of the SAPJC" on a future agenda, on a motion by Commissioner Danielle Skidmore, according to the September minutes. At the same meeting it voted 4-0, with one abstention, to ask staff for briefings on Imagine Austin and district planning.

Wednesday's agenda includes those briefings: an update on the Imagine Austin comprehensive plan rewrite and a briefing on the Central City District Plan. The committee will also vote on a 2027 schedule of four meetings, in case it continues.

What our records add

The two cases. The council approved the 1404 East Riverside PUD on all three readings on July 23, 10-0, with Council Member Vanessa Fuentes absent, after staff postponements in May. The South Shore PUD Addition passed on second and third readings Aug. 27, 11-0. Both are near East Riverside Drive, south of Lady Bird Lake.

Imagine Austin. The city is rewriting its comprehensive plan and future land use map. Our Oct. 27 story covers the open houses.

Other boards. The council has also been adding boards. On Oct. 22 it created a Millennium Youth Entertainment Complex Advisory Board. Our records list the city's committees on the committees page.

What's next

The committee meets at 11:30 a.m. Wednesday in Room 3004 of the Permitting and Development Center, 6310 Wilhelmina Delco Drive. If it approves the recommendation, the council would need to take up an ordinance; none is scheduled. The council's remaining 2026 meetings are listed in our post-election calendar.
